Here you can see a naked 1985 28.5 rudder. The OEM frame is all stainless and in very good shape. I left the OEM foam in the frame. Looked to be in good shape so I left it in. The rest of the foam was in bad shape. I sand blasted the frame and than used 40 grit paper to rough it up good. I gave the fram a coat of west epoxy. On the ends you see brown. That is built up foam using west epoxy. Its as strong as OEM but works like hard wood. next it will be covered with two sheets of foam. When that is done I will send a pic.LaterScott
